The OPCW’s Director-General admitted that the toxin which poisoned Sergei and Yulia Skripal could have been manufactured in any country. He told this to Russian prank callers Vladimir Kuznetsov (Vovan) and Aleksei Stolyarov (Lexus). Ahmet Uzumcu, the head of the OPCW, thought that the caller was Poland’s Prime Minister Mateusz Morawiecki.
